Daily Nation KENYA: Death penalty proposed for graft offences Corruption should be punishable by death, the Constitution of Kenya Review Commission heard yesterday. The All Saints Cathedral community also said the property of corrupt individuals should be seized, sold and the money remitted to the State. Mr Jared Lumbasi Aseno said corruption ought to be made a capital offence as it was killing the country's economy. The session was attended by commission chairman, Prof Yash Pal Ghai, Commissioner Phoebe Asiyo and secretary Patrick Lumumba Otieno. Mr Lumbasi also said the constitution should protect workers in private companies from exploitation by laying down the minimum wages to be paid by all employers. He added that traditional brews should be legalised for the sake of Kenyans who cannot afford licensed liquor. The constitution should make it illegal for Members of Parliament to decide their own salaries, Mr Lumbasi said. Majority of the participants proposed that the powers of the President should be trimmed to prevent abuse of office by the holders of the position. They said basic education should be made free and compulsory. The community expressed dissatisfaction with the performance of the Cabinet and said the Speaker of the National Assembly should be given power to discipline ministers who do not perform. They said the electorate should have the power to recall MPs before their terms were over if they failed to perform their work. |
