STRASBURGO, 1 LUG - Il protocollo 13 alla Convenzione europea dei diritti umani sulla messa al bando definitiva della pena di morte, anche in tempo di guerra, e' entrato in applicazione oggi: lo ha indicato in una nota il Consiglio d'Europa.

L'entrata in vigore della normativa ''e' la testimonianza della tendenza irreversibile verso l'abolizione su scala mondiale'', ha sottolineato il Consiglio d'Europa.

La stragrande maggioranza dei paesi membri dell'istituzione paneuropea (41 su 45), fra cui l'Italia, ha firmato il protocollo, e 15 l'hanno gia' ratificato.

Solo la Turchia, la Russia, l'Armenia e l'Azerbaigian non l'hanno ancora firmato.

Europe-wide ban on death penalty begins

A protocol outlawing the death penalty in all circumstances in 45 European nations came into force Tuesday, Europe's top human rights group announced. The 45 member nations of the Council of Europe have to commit to abolishing the use of the death penalty once they join. However, the Council said 4 countries - Russia, Armenia, Turkey and Azerbaijan - have yet to sign the new protocol banning capital punishment in all circumstances. Walter Schwimmer, secretary-general of the council, said the organization was the 1st in the world to ban capital punishment in peacetime and war.
